How can I complain about a car hire company and suspicions of a serial scam alleging extra damage? Thanks.

I had this experience in Sth Africa. Hire a car, on departing for home I was told to park the car at the airport, arrived home to receive a statement from American Express, on investigation this car hire company had alleged damage and claimed, nothing I could do as I just left the car, there was no damage, but I was not in a position to sort it.
