The aim of the preaction protocols is to give both sides a clear understanding of the problem so that attempts can be made to resolve the matter prior to issuing court proceedings.
So whilst there is no reason not to respond, it will be a bit pointless if all you are going to do is play letter tennis on a "you did" "i didn't" basis.
