    Hello guys, I was wondering if you can help me. We live in parking permit zone and i have just bought a car, went to the post office and got it taxed(disabled) and the post office sent the logbook under my name as the car is now taxed as disabled. My wife and son are both disabled. My wife has got a blue badge where as my son is autistic. He is 8 years old and dont wanna sit in the back seat and the problem is that as soon as the car is parked he wants to open the driver door and run out so i have to be really quick to stop him running so as soon as i park the car i run out of driver side to get hold of my son. Now last week we came home from shopping and i parked the car outside my house. My son as usual was trying to run out and as i was worried i ran out to get hold of him and in all that i forgot to to display the blue badge on my car. As we are waiting for the logbook to come from dvla i cannot apply for the parking permit. The next day i had to go out and found that there was a PCN (Penalty Charge Notice) on the car.

    Contravention : PARKED IN A RESIDENTS' OR SHARED USE PARKING PLACE OR ZONE WITHOUT EITHER CLEARLY DISPLAYING A VALID PERMIT OR VOUCHER OR PAY AND DISPLAY TICKET ISSUED FOR THAT PLACE. OR WITHOUT PAYMENT OF THE PARKING CHARGE.

    As the car is taxed as disabled, i was wondering if we can appeal the pcn. I know that the blue badge should be displayed but as i got autistic child i was wondering if i can appeal. Any help would be greatly appreciated.

    Pay up whilst it's still discounted.

    You can try to appeal it, but the appeal won't work and, by the time you know that, the PCN will have doubled.

    It is not clear what good you suppose a Blue Badge would do, as it only covers parking for two hours.

        Our area is covered by barking and dagenham council and we are allowed to park all day with a disabled badge. Would that go in our favour?

          Can you not apply for the permit with the green slip from the V5(C)?



          At the end of the day, I guess you have to ask were you:

          PARKED IN A RESIDENTS' OR SHARED USE PARKING PLACE OR ZONE WITHOUT EITHER CLEARLY DISPLAYING A VALID PERMIT OR VOUCHER OR PAY AND DISPLAY TICKET ISSUED FOR THAT PLACE. OR WITHOUT PAYMENT OF THE PARKING CHARGE.

          If the answer is yes, then I think you need to pay it before you lose the discounted rate.

            Then ask yourself the same question at the beginning of the day as well!

              Same advice as above,,pay it then appeal .The tax disc on your car isn't proof of you being a badge holder,it just proves the car is tax exempt. The only place having tax exempt is likely to help you is in a lot of car parks now. Vehicles with blue badges but NOT tax exempt are now liable for car parking fees.
              You should be able to apply to have a bay painted outside your house as I presume one of your family gets High Rate Mobility component of DLA?
              You should look into different seatbelt/harnesses/seats for your son to prevent him being able to get out so quickly too.
              Unfortunately,,in this case,,you are liable for the ticket.

                It might, but "Honest guv, I did mean to display the Blue Badge but I forgot" isn't really a strong argument for an appeal and, by the time the appeal is rejected, the penalty will have increased.

                  My OH parked in a Sainsburys car park Tuesday night (in a disabled bay)...He plonked my badge on the silly little shelf by the dashboard and off I toddled on my little walker.
                  When we got back to the car we were approached by a copper who asked why we weren't displaying a badge,,proved to him we were but turned out the lamplight we were parked near was making the badge difficult to see.
                  The moral of this story is ...My old man should have bloody listened to me when I said the badge should be on the actual dashboard and not on the poxy little shelf that's no use to man nor beast!!!

                  (the new badges are very reflective)

                    The supermarket car park is/was private land, so the plod couldn't do a damn thing about it even if you didn't have a badge.

                      INCA have to ask the same question as Cleverclogs or was it a parking hitler? are they changing the rukes now that you must make sure the light does not stop the badge being seen?

                        Many PPC employees now look pretty much like policemen. I don't know whether they like fancy dress or whether they think it will scare people who don't realise they are only issuing invoices.

                          It really was a genuine police officer (a parking plod would have got told to p*** off but I'm of the generation where we were taught to be polite to the police).
                          The car park become a bit of a nuisance area for oiks with nothing better to do being a pain so the police are 'showing a presence'.....and I think he was bored tbh.
                          If it hadn't been quite late and I was tired I would have happily debated the point about the fat controllers issuing invoice but it was the coppers lucky night,,I was too knackered :rofl:

                            Why doesn't that count as displaying the badge, if the shelf is close to the windscreen and easily visible - especially as 'the new badges are very reflective'? i.e. highly visible.

                              It DID count as showing the badge..............and by 'reflective' I mean under direct lamplight it's dazzled.
