  • wheels on kerb or are they?

    afternoon everyone
We recently paid a fine isued by the local council when my son had parked as close as possible to the back doors of his work place.
This is a service road to various shops in the high street which has a fair amount of traffic / buses but virtually no pedestrians.
The shops are old so of all different depths & the curb behind the shops is no more than a couple of inches high in places. Many shops have their bins & the pubs their barrels stacked behind so encroching on the supposed pavement, which varies in width between about 3 or 4 feet &, in places no more than 18/20 inches.
Now, another colleague also has a ticket for the same offence.
    So, my questions are these
    1) is their a minimum height to constitute a footpath/pavement?
    2) is their a minimum width to constitute a footpath/pavement?
We appealed the ticket but got nowhere with the council , but as I am now thinking this is used frequently to catch motorists - is there any recourse?
    thanx for looking
    Hector

Why have you got nowhere with the Council and have you appealed to the Traffic Penalty Tribunal?
