car dealer states they have a tracker on a car recently purchased

actually having issues with a car garage and the purchase of a car, have paid in full - no V5C - it turns out it was on finance , but more alarmingly they have just stated there is a tracker on the car!!! were they ever intending to tell me, why would they put a tracker on it - are they selling the information to 3rd parties? incidentally one of the keys was not working so I'm now wondering if they have taken the device inside the fob also to arrange a snatch back one day - very alarming -

This sounds like continuing harassment and intimidation.
