parking eye popla ref 9 months later?

Parking Eye sent me a penalty notice last year in March 2014 which I appealed which was of course refused,I then requested a popla reference from them along with a template letter outlining the reasons i shouldn`t pay it..ie the charge was too high ....i didn`t hear anything from them for months then received a reminder without a a popla reference number which i just ignored,i have now on 4/1/2015 received another letter about the penalty notice with a popla letter complete with popla reference number? are they still just trying it on?

They have fallen foul of their code of practice. Complain to BPA.

22.8 You must acknowledge or reply to the challenge within
14 days of receiving it. If at first you only acknowledge
the challenge, or your reply does not fully resolve it,
normally we would expect you to seek the additional
information you require from the motorist and accept
or reject the challenge in writing not more than 35
days after the information required to resolve it has
been received from the motorist. It is acknowledged
that in exceptional circumstances, an investigation into
a challenge may take longer than 35 days after such
information has been received and in these instances the
motorist must be advised accordingly and given a date by
which they can expect a resolution. If this date cannot be
achieved then the motorist must be written to again and
a revised resolution date agreed. We may require you to
demonstrate that you are keeping to these times.




The charge will still need dealt with if the code is valid. We will include the breach of the code of practice plus all the usual stuff.

Amendments need made depending on the signage,notices etc in your case.

I have sent parking eye all this last year and was awaiting the popla code reference number which they have only complied with 9 months later?
