    Okay.

    As registered keeper I have received a parking fine.

    A copy of the notice is attatched ive omitted the who to pay section data protection and all the irrelavant info.

    The driver parked the car in dunelm.mill car park on police instruction due to an explosion stopping the driver gaining access to their work car park. The car was left there for 2 hours and upon return was.found to be locked.in the car park by a barrier. The car was retrieved at 550 am the next morning and therefore incurred a.fine for overstaying the 3 hour stay.

    The car park is poorly lit and no signage of barrier closure times.

    Worth challenging through popla?

      just spent time looking for a similar recent thread, and just realised it was probably your original

      Besides appealing on the grounds of poor signage and the circumstances I would include something along the following lines:
      I have received your Notice to Keeper xxxxx for vehicle VRM xxxx

      You have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to advise me as the keeper that you have the right to recover from me ‘so much of that amount as remains unpaid’ if not settled within 28 days . You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper.

      There is no legal requirement to name the driver at the time and I will not be doing so.

      I do not expect to hear from you again, or your debt collectors, except to confirm that no further action will be taken on this matter and my personal details have been removed from your records.

      Just do not identify the driver!
