    After some advice please. My wife, as the registered keeper, received a PCN from APCOA Parking for "Dropping off/picking up outside of a designated area" at Luton Airport on 15/06/2016; she was not the driver and wasn't using the vehicle that particular day. I used Legal Beagles standard appeal letter but have today received another letter from APCOA stating the appeal has been unsuccessful on this occasion - I'm guessing a standard reply!

    They are giving me three options
    1) Pay the £48.00
    2) Make an appeal to POPLA, but if I do this the PCN will be £80.00 and not the £48.00
    3) Do nothing and they will seek to recover the monies owed plus all the costs involved in any court action.

    Any advice from anyone who has had a similar dilemma would be appreciated. £48.00 seems steep for 90 seconds!

          Appeal to POPLA on several fronts.
          • Not relevant land
          • No mention of POFA in NTK
          • Too late to transfer liability to keeper (> 14 days)
          • Keeper not driving (and can prove it?)
          • Signage insufficient to form a contract

              Many thanks for your assistance, received a letter today from POPLA with the following message "APCOA Parking have told us they do not wish to contest the Appeal. This means that your Appeal is successful and you do not need to pay the parking charge"
