  • PCN by Parking Collection Services - won

    I have received a parking charge notice from parking collection services

    Here is their website: http://www.parkingcsl.co.uk

    This was due to parking inside an industrial estate without a permit & not in a designated bay. Whats made me mad is I had visited the industrial estate as a customer and the designated bays were blocked by multiple vehicles.

    I have appealed to the private company myself without no help from any forums and confessed I was the driver. Along with my name, address and contact information (I hope I haven't made a big mistake!). By the way, I am not the registered keeper of the vehicle.

    They have rejected my appeal, even though the evidence they've sent me shows multiple vehicles blocking access to the bays I needed to use. There was also another vehicle opposite to me which was parked before I arrived - not in a bay and without a permit and received no PCN. My only mistake and big regret was not taking picture evidence as I was so enraged the moment I saw the ticket on my windscreen.

    They have sent me a POPLA verification code which I have no idea how to go about appealing to have a good chance of winning.

    I have been reading on the forums and I can try find the landowner and get them to cancel the ticket or is it too late now that i've tried to appeal and been rejected? Can I also go to the user/owner of the unit i was visiting to request ticket cancellation or do they not have enough 'power'?

    This situation has stressed me out a lot and i've used up hours trying to figure out what to do. Any help will be greatly appreciated and if any further information is needed I can provide this, such as the appeal I've sent, the PCN paper I've received etc.

    Pity they know you were driving.

    They may or may not have the power so do complain and see what happens.

    You sure it's a popla code ?

      Thank you for the quick reply.

      Yes, it is a POPLA code. They have given me a 10 digit verification code forwarding me to www.popla.co.uk. I have 28 days left to appeal.

        Just before christmas come back if complaining hasn't worked so i can, hopefully, get some recent popla results to help improve any popla appeal.

                I have submitted the appeal and now the parking company have submitted their evidence file. Here is the message i received from POPLA.

                Your parking charge appeal against Parking Enforcement & Security Services.

                We have now received Parking Enforcement & Security Services’s case file. If you have not received your copy then please contact Parking Enforcement & Security Services directly.


                You have seven days from the date of this correspondence to provide comments on this file. You can do this on the track existing appeal area of our website.

                Any comments that you make after this time may not be considered as part of the appeal process.

                Once this time has passed we will progress the appeal for assessment. We will let you know when this happens.
                Anything I can add to help the appeal? If you need to see the file I can send it via email or another service privately.

                          According to the pcn, what was the location ? The contract refers to unit 4 but the picture looks like unit 2 ?

                          On the contract at para 8, does that say 6 months ?

                              According to the PCN the location is Grand Union, they did not specify a Unit. I was meant to park in the marked bays at Unit 2 but was unable to due to multiple vehicles obstructing the path. I am closest to Unit 2, as the images indicate.

                              Paragraph 8 on the contract says 6 months. They have not specified when the contract began.
