    Pretty much yes.

Need to see if the new guys decide in the same manner as the old ones or more akin to the cretinous IPC.

That explains entering a popla appeal quite well.

You only get one shot so enter everything at once. You may need to convert to pdf, i'm not sure on that.

It won't fit if you do it like that. Save as a pdf and do it the way the prankstershows in the link.

I'll keep waiting then. Is there a time limit for them to respond to my appeal though?

Re: PCN from Civil Enforcement Ltd

Not really, no. Be interesting if it made it to near the statute of limitations (6 years) since they the ppc can't do anything whilst the result is pending

Re: PCN from Civil Enforcement Ltd - won

This is brilliant, I really appreciate your help on this. In my circumstances how they think they could get away with charging me for this when I was using the facilities as a customer is wrong so a successful result is great
                              Do you have any comments?

Here are the details from their response:
                              POPLA assessment and decision 05/02/2016

                              Decision
                              Successful

                              Assessor summary of operator case
The operator has failed to provide evidence regarding the Parking Charge Notice (PCN) issued.

                              Assessor summary of your case
The appellant’s case is that they wish to appeal the PCN as the charge is a penalty, unfair and Locus Standi. The appellant has claimed the charge is not a Genuine pre estimate of loss (GPEOL) and referred to the Unfair Terms in Consumer Contracts Regulations 1999 (UTCCR). The operator does not own nor have any interest or assignment of title of the land in question.

                              Assessor supporting rational for decision
As the Operator has not provided a response to the appeal, it has not demonstrated that the Parking Charge Notice is valid. Accordingly, I must allow the appeal.

They gave in. Muppets should have withdrawn and saved £27.
