Buzz bingo in Brighton 22/12/2018. The driver parked in the car park (where signage states is free for paying customers,) while the passenger went in and purchased tickets for the evening as they were going back later with friends. They can prove they were paying customers with bank statements. I (the registered keeper) received a letter on 22/01/2019 which stated the car was was there for 25 minutes and parking had not been paid for, therefore warranting a fine. The letter also states they had sent a notice on 02/01/2019 which was not received. I am in the military and my car is registered to my parents house, so all post regarding car stuff goes there and is piled up. My step-dad asked if I wanted him to open the letters, (I guess he's sick of seeing them piled up and also something to do while in self-isolation) several of which were to do with this parking charge notice. After the letter from 22/01/2019 there was another on 07/02/2019 and then nothing until 19/03/2020 which was a letter from DCBL wanting £170. Obviously I have had no contact with them having only just been made aware of the situation and was hoping to find some help here. It's very stressful to have to deal with this sort of thing at this time given the current circumstances that are affecting us all. Any assistance would be greatly appreciated. I have attached the the aforementioned documents below.

Take down those images and redact identifying details like the PCN numbers. Leave the dates. Edi the text so that the identity of the driver cannot be inferred, use "the driver......" etc.
It's not a fine, it's an invoice for an alleged breach of the conditions of parking.
Have you got a copy of the letter that was allegedly sent on the 01/01. No matter, 02/01/2020 was a Thursday and the letter will be assumed to have been delivered 2 WORKING days later, which takes it to Monday 06/01, which is 15 days after the event. So send them:
Dear Sirs,
I have received your reminder Notice to Keeper xxxxx for vehicle VRM xxxx
This is the first I have heard of this matte and so you have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to deliver the notice within the relevant period of 14 days as prescribed by section 9 (4) of the Act. You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper.
You are alleging that you sent the original Notice to keeper on 02/01/20, which has not been received. However this is a Thursday and the letter is assumed to have been delivered 2 working days later, POFA 9 (6), on the following Monday, 06/01/20 and have failed to comply with the requirements of POFA for the same reason.
There is no legal requirement to name the driver at the time and I will not be doing so.
Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct.

First class post with a free certificate of posting from a post office.
Don't worry about DCBL, they are in debt collector mode and can be ignored.
I hope that the identity of the driver has not been revealed.
