Hi Daz539 & welcome to LB
I'll give mystery1 a nudge.
Meanwhile it might help if you could post up the Particulars of Claim (personal data removed).CAVEAT LECTOR

I have filled acknowledgement and stated I wish to defend, can anyone please tell me do I need to fill defence form out and post it or send form with separate letter, how does the court decide if there is a car to answer, will I get another court date and will it be in my home town of york as car park is in york so are minster bay watch offices, any help on wording of defence would be appreciated.

The defence can be emailed. The court will, eventually, hear both sides and decide who is legally correct. The case will be allocated to your local court.
The defence depends on what the court claims says and also the signs and PCN. If you let me see them (minus name and address etc) then i can suggest something for you.
