PCN debt agency court hearing query

Hi all, I've got an employee at work that has received court papers for a numerous amount of parking tickets (permit only). (Was because they didn't sign up to a permit)
The original PCN price was £70 and debt agency was £149. This has gone back to car park management for court action through Solicitor. Price of the PCN remains at £149. Are they allowed to charge the higher price? Any advice please. Thanks

Is this against a keeper or driver ?

It's a college grounds, employee works there (keeper and driver)
The college won't do out (complicated)

Well the court claim should say which and if it doesn't they should be asked to amend it.

7.5 Where a claim is based upon an agreement by conduct, the particulars of claim must specify the conduct relied on and state by whom, when and where the acts constituting the conduct were done.

In the particulars of claim it states it a breach of terms and conditions. I can get the employee to upload the claim tomorrow (she's got 10tickets going to court and more due)

Did they ever provide the detailed particulars of claim ?
