  • CPM Parking Charge Notice Pain - Please help.... :-(

    Hi all,

    I received a parking charge notice from CPM back in November. The car was parked in a private land area in Marlow in a marked parking bay. However there was no obvious signage where the car was parked making it confusing as to which parking bays were under CPM restrictions.

    I appealed shortly after receiving the notice per the below advised response:

    "Dear Sirs, I, as registered keeper, wish to invoke your appeals procedure. Your notice to keeper is not compliant with the protection of freedoms act 2012 schedule 4 para 9. I, as keeper, am not liable in law. This is my grounds for appeal. If this appeal is rejected please supply me with a popla code. Regards"

    CPM have since rejected the appeal as follows:

    " Dear Chris,
    We write to acknowledge receipt of your recent correspondence.
    If you were not the driver of the vehicle you should notify us of the drivers name and current address and pass the notice to the driver within 28 days from the notice; you can do this via

    If you wish to appeal as the registered keeper and accept liability, please resubmit an appeal in writing or via https://www.cpmappeals.co.uk/.
    IMPORTANT NOTE: If we have not been made aware of the name and a current address for service of the driver, from 1 October 2012 under Schedule 4 of the Protection of Freedoms Act 2012, we do have the right, subject to the requirements of the Act, to recover the unpaid amount from the registered keeper of the vehicle at the time it was parked.

        look at the requirements of that schedule. Go through them one by one. Identify which requirements have not been met. Specify in what way the requirement has not been met.
