Help, MET parking PCN

Hi

I've received a PCN for parking in a bay that I believe I am entitled to park in, bay 51, (see attachments). Should I appeal this and if so what wording should I use?

Why do you have a pay and display in a permit only bay ? Confused. Still follow the method and you have a good chance.
