Ok, Just a basic debt collector mailshot. Ignore and file.
The client is ZZZZZZZps and as such they cannot go to court as they are merely a debt collector and do not own the "debt".
If CEL threaten court by way of a letter before claim/action etc then that would require a response.

I have received exactly the same letter as you and I'm concerned regarding the CCJ threat they have stated on their letter.
What are you going to do? Should I ignore this and do they have any power to issue me with a CCJ?

Wright Hassall solicitors & PCN
Hi, I was hoping you could help, I have received a letter from Wright Hassalls solicitors who have been instructed by ZZPS limited and acting on behalf of civil enforcement limited to recover the parking charge fine.
It has now gone upto £236 as I moved homes and I didn't see any of the previous letters.
Wright Hassall solicitors are now threatening to pass this onto their litigation department of the £236 isn't paid within 14 days. It has already been 7 days and I am concerned regarding them issuing me with a CCJ as it will affect my credit history.
I called Wright Hassall solicitors to state that I didn't rget any of the letters as I moved homes but they told me to contact civil enforcement limited and appeal with them. I can't get through anyone at civil enforcement limited as the number they have on their website is only for payments.
Please could anyone advise if I ignore this and do not pay for whether Wright Hassall have the power to issue me with a CCJ on behalf of civil enforcement limited.

They can't "issue" you with a CCJ. They have to take you to court, you have to lose and you don't pay within 28 days. Then you can get a ccj. Very remote as Wright Hassall can't take action on behalf of ZZPS as ZZPS are only debt collectors and you don't owe them any money.
You can write to CEL, don't phone, and tell them that you have been receiving letters from WH purporting to be for an alleged debt owed to CEL for which you have not received any paperwork from them. You can also add that as any paperwork was not delivered within the time frame required by POFA then you, as the keeper, cannot be liable for any alleged debt. Get proof of postage from a post office for anything you send.
You did notify the DVLA of the chage of address for both your car and your driving licence?

If the letter is the same then my advice is also the same. ZZZZPS are not able to file a court claim as they do not own the debt.
