  • Civil Enforcement Ltd Parking Charge - please help me

    Incident date: 22/10/2015
    PCN issue date: 16/11/2015
    Final reminder date: 05/01/2016

    Hi,
    I received a PCN final reminder through the post today however I never received the first notice from Civil Enforcement Ltd.
    I payed and displayed in a car park and now afew months later received a final notice.
    I am about to send them an appeal letter, will this do:

    Dear Sir

    Ref ****

    I am challenging this parking charge notice

    The driver paid to park and the contravention that you allege did not occur
    Even if the driver had not paid, the amount you demand is not a genuine pre-estimate of any loss to your company

    Cancel it or provide the validation code to refer it to POPLA

    Yours Faithfully

        Due to your appeal being late, i doubt they'll accept it as a valid appeal (never mind consider it on merit and then refuse) and as such you won't get a popla code.

        From the dates given, they've totally screwed up keeper liability so it's just a case of wait and se if they go to court and defend on keeper liability so do not identify the driver.
