Another CEL PCN - Over 14 days NTK from ANPR

Hi,

I have received a PCN from CEL as keeper of a vehicle staying 15 mins in a carpark. (Whalley, Clitheroe)

The PCN issue date is 22/10/15 and incident date 2/10/15, - 20 days.
It looks identical to ones posted in the "Won" page in the last couple of days which is encouraging.

Should it be enough to appeal on the grounds that outside of 14 days I have no legal obligation to identify the driver?

Oh dear what a shame. Seems they're even more fecked than usual.

Dear Sirs,


I, as registered keeper, wish to invoke your appeals process. The driver did not see any signs . I note your notice to keeper is fundamentally flawed when compared to PoFA 2012 schedule 4 para 9 in several aspects .


Should you reject my appeal please supply a popla code.
