    Ok I just spoke with the DVLA and turns out I changed the address on my driving license and not the vehicle registration so the car is still registered under the old address. (I'm getting that changed pronto). Does this mean they sent the demand to the right address in the right amount of time? thanks!

      Well i'd email MET and explain that you didn't get a notice to keeper as they sent it to an old address and hope they'll let you appeal. Failing this it's either ignore or pay.

      It's highly likely that keeper liability procedure has not been followed correctly so i'd fancy winning if it did go to court.
