I think people will need more details in order to help you. Such as how long where you parked their, did you visit the store itself, did you pay for a ticket or overstay the free parking limit, how long you overstayed for and whether their was any signage etc.

HI. Yes we did visit the store for lunch and shopping , the notice states we entered site at 1319 hrs exited 1642 hrs. It is not a ticketed site although there are ticket machine but they have been out of use for a year or so, I will check for any signage , the position of etc this afternoon because we going shopping there again. I am quite annoyed that you visit the store regularly and this happens .
thank you for any help
kind regards

Take the notice and receipt/bank statement with you. Ask for the manager with shopping through the till and not payed for. Voice your displeasure.

If all else fails post up the PCN suitably sanitised.

If the ticket machines are out of use, then doesn't that invalidate the PCN mystery1 - As clearly the ability to pay for the ticket and therefore accept the terms of use of the carpark, was removed.

It certainly could be argued that there was no contract as there was no way to complete it.

The trouble with "invalidate" is that implies rules exist in the wild west. There really is only one rule and that is "i want your money, sucker"
