  • MET Parking Services PCN - Residential

    Hi folks, basically I park my car at my flat in London and we have permits. Mine ran out last week and I hadn't replaced it with the new one yet. I went to the car today and I have received two parking tickets for yesterday and today, £100 each. Pretty gutted. I have now made sure the new permit is visible.

    Are these charges enforceable? I am in London but my car is registered to Belfast. What would happen if I ignored them? Considering it is residential and I'm always in the same space.

    If you ignore you'll need to wait 6 years to see if they do anything other than send some letters.

    The notics to keepers they currently send are shite so it should be easy to win at popla if they reject an initial appeal.

    Check your lease too as it might not be a requirement to display a permit.

    Never let them know the driver.

      Hi M1,

      Many thanks for your message. I had hoped I would be able to just ignore them. If I appeal it, would I not have to give my details, so they would know who the driver is? Or am I just admitting to owning the car? Better to do the appeal by handwritten letter, or online/via phone? Would it hold any sway if i said I was on holiday at the time (permit only expired on the 15th of this month).

      If they get the Notice to Keeper, they would have to send it over to Belfast, would they even bother? By that stage am I leaving it too late? Am I right in thinking that in order for them to send a Notice to Keeper, they first have to be ignored by me to need to go down that route?

        To appeal as registered keeper you need to wait for it to come which should be between 28 and 56 days and that is the best course of action.

          Hi folks,

          Just a quick update. Due to being on holiday for a while, and also the letter being sent to my parents house it seems that debt collectors are now involved. I received two letters demanding £150 (for each parking ticket). The company is Debt Recovery Plus Ltd.

          Have I left it too late to appeal this? Hopefully not buggered it up and have to pay £300

          Any help is greatly appreciated

              Hi, thanks for replying. I have had two letter for each ticket. Neither of the letter state 'Notice to Keeper' on them.

              The first one says 'Parking Charge Notice' which outlines the charge and the second is a 'Parking Charge Notice Reminder'. Then the two letters from the debt collectors arrived. It talks about appealing to POPLA and that that avenue is no longer available?

              Would it help if I posted photo's of the letters?

                    Quite apart from the PCNs (and M1 is best for them) you should be aware that it is an offence to fail to notify DVLA of a change of address.

                        Ok so you have had notices to keepers (letter 1). Did you get a ticket on the car ? (notice to driver)

                        It looks like you have 2 options to me. Ignore everything, excluding court papers (filing all correspondence). If court papers arrive use the non compliant notice to keeper as a defence (and any other defence points depending on how Beavis turns out).

                        Or you can write to them and tell them as they haven't complied with POFA to contact the driver (who they have no idea it was).

                          So is this a temporary address outside of Belfast ? Can you honestly say you still live in Belfast ? My reasoning is that if they ever try to take this to court then I believe it is out of the jurisdiction of the English courts. Possibly same answers as the PPC would get from a Scottish "customer". Comments by others please

                            Yeah I got two tickets attached to the car at the time.

                            What do you reckon is the best option? I'd be more inclined with option two as I don't particularly want court papers to show up at my wee mothers house. With the best will in the world, she'll open them up and panic.

                            So I would write to Metway Parking telling them that they have not complied with POFA by not contacting the driver? Sorry to be a pain, but are there any templates around that would help?

                            Should I use the address that they have (Belfast), or change it to the address in London (for them to reply to)?

                              They are not overly inclined to take anyone to court although depending on Beavis things will change drastically if parking eye win then all bottom feeding scum will submerge the court system in thousands upon thousands of claims. If Beavis wins it should be pretty quiet.

                              It may help to dissuade with a Belfast address but maybe not.

                              I note your parking charge notice and wish to advise that you have failed to follow the statutory requirements of POFA 2012 schedule 4 and as such keeper liability can never be utilised. As such please refrain from contacting myself as registered keeper and contact the driver with any further enquiries you may have.

                              Should you choose to, give them your new address as if they are told it they should send all correspondence to it, including any potential court papers.
