I`m really sorry about my ignorance, I did not realise I had to send it I thought it was all in your hands. I will just ignore the letter for now and hope for the best.

Have you not heard directly from POPLA? They should have advised you of the outcome, not PE.

Hi, I have now received a CCJ Form to fill in and have to do so within 28 days. Can I appeal against this or will it be advisable to pay the £145.00?

It'll cost more to set aside and/or appeal and as it was your fault the chances of getting those costs are slim. As a CCJ blackmark isn't in play, sadly i'd be inclined to pay it as potentially winning is more expensive.
