On Jan 24 at 7:14 pm I parked in a car park in Whalley, Lancs. The prominent signage clearly displays "8:00 am to 8:00 pm" followed by a list of charges, I presumed this meant there was no charge for parking after 8:00 pm so I paid for one hour and left the car park just after 10:00 pm. On 3rd of Feb I received a parking charge notice from Civil Enforcement claiming payment had not been made in accordance with the terms displayed on the signage and charging me £100 or £60 if I paid within 14 days. I didn't respond to this letter and I have now received a second letter stating that I have to pay within 14 days or further may be taken. What action should I take now? Any advice is much appreciated.

Appeal.
Dear sirs,
I, as registered keeper, wish to invoke your appeals procedure.The driver did pay for 1 hour and after this it was free. In any event your charges are penal and not a genuine pre estimate of loss.
I am under no statutory obligation to name the driver and will not do so.
Should you reject my appeal please supply a popla code.

If you get a popla code come back for further advice.
Get pictures of the signs if you are near by.

Ultimately, if you were the driver and registered keeper then there is no appeal.
All you can do is pay or see if the attempt to take you to court if you don't.
