PCN at Welwyn

Hello everyone,

I had gone to pick up something from a friend’s house and had called her to bring it out to me. This lady then comes at me rudely saying I should not have parked in that way on the verge. (She didn’t identify who she was) I responded that, was I blocking her entrance slightly as I was happy to move forward. She said No, and I said I wasn’t really parking here that I’m only waiting for someone to bring out something to me from their house. She then went into her car wore her jacket and proceeded to give me a ticket! I was surprised and very annoyed.
All the while, I never left my car. I collected what I came for and left.
I checked on the site and noticed she did not upload the picture of my car as evidence just the street. I will upload the PCN.

I will appreciate some advice. Thank you.

I recommend that you also post this on the Free Traffic Legal Advice site Free Traffic Legal Advice - Index on their 'Civil penalty charges notices (Councils etc)' forum. They have a lot of expertise there on council PCNs.

I know that area fairly well (altho' living in West Wales) and can only comment that perhaps you should have read the signs which display a red circle with diagonal line (i.e. no waiting) together with the words "on verge or footway.... at any time"

Unless FTLA (see post 3) can see a loophole (? one second of observation) I would suggest paying the 'reduced' penalty of £35

You might have had a defence if you were actually dropping off or picking up a passenger
