    I've just received a parking charge for £100 (£60 if paid within 14 days)

    contravention of - Use of Pick Up / Drop Off Zone without making a valid payment
    At ; Manchester Airport Upper Drop Off Forecourt T1
    Enter time 11:43:17
    Exit time 11:44:46

    My question here is - I didn't stop or park, I drove straight through and out the other side when I realised it was the incorrect area and drove to the short stay park where I paid for parking.
    Can they charge me for parking when I didn't actually park or even stop?

    I don't know if the driver can be charged just for entering the drop off zone.
    However if operators do not know the identity of the driver they cannot charge him.
    Also they cannot transfer liability for any unpaid charge to the keeper as the land is not "relevant" as defined in The Protection of Freedoms Act 2012
    Whatever you do, do NOT identify the driver if communicating with them or on here

    If you post up a copy of the charge notice (redact identifying details such as name & address and reference numbers but leave legible all dates & times, we can provide a response for you to send

        Is there a page 2?
        Assuming there isn't, or that even if there is it will make no difference, you could send a response along the following lines:

        Dear sirs,

        I have just received your Parking Charge Notice xxxxx dated xxxx for vehicle VRM xxxx

        I note that you have failed to allow neither a consideration nor a grace period as required by the BPA's Operator's Code of Practice.
        I doubt an apparent drive through of 1minute 29 seconds can be deemed "use of pick up/drop of zone" unless the passenger athletically leapt in or rolled out the moving vehicle.

        More succinctly I note that you have not addressed the charge notice to the driver, who remains unidentified, but to me the registered keeper.
        I trust you are not trying to transfer liability for any unpaid charge from the driver to me the keeper, as you will be fully aware that the land where the alleged infringement occurred is not relevant land for the purposes of PoFA 2012.schedule

        You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper.

        There is no legal requirement to name the driver at the time and I will not be doing so.

        Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct.

        This will normally make APCOA withdraw.
        If it doesn't post back here, and do not under any circumstances identify the driver if you communicate with them

          I wrote a letter to send and just checked, the only way to appeal is through an online form
          To fill in you have to enter certain fields, such as are you the owner etc....
          Name I will put as NA ????
          and at the end a tick box to attest all is true

          Do I fill in with I am the keeper and put the keepers name on it? but then in the details section put what is in my letter?

            No need to rush as you have 28 days
            Don't forget: first class post with free certificate of posting from Post Office (and keep it safe!)

              Just had a letter confirming cancellation of any charges based upon my points made.

                well done, and thanks for reporting back

                Keep that cancellation notice for the next six years ... it is not unknown for 4 year old charges to reappear
