    Hello,

    i hope i am posting in the correct place please forgive me if not im a newbie to this site and totally mind blown trying to research a PCN charge! So i would love some advice and help please

    PCN states this parking charge notice serves as your notice to keeper

    the first PCN notice i have received and no parking ticket was on my car window
    contravention date was 15/3/24
    payment to be made date (£100) 12/4/24
    payment reduced to date (£60) 29/3/24
    date PCN issued 17/5/24
    sate i received PCN in the post 24/5/24
    63 days from contravention date until
    issue date and a further 7 days to reach me in the post
    No mention of the protection of freedom act on the PCN notice

    Issued due to parking in a disabled bay and not displaying a blue badge at the time i had taken my 90 year old nan out and she is the registered blue badge holder parked up and in the rush of getting her from the car to her wheelchair we totally forgot to display the badge!

    I have tried to appeal online when doing so it tells me i have exceeded the amount of attempts for the PCN issued and so far i have not even managed to make 1 appeal let along the maximum amount!

    I have tried to log in to pay £60 and it tells me i have to pay the full £100 as the reduced payment date had passed even tho the issued date states 17/5/24 so how on earth can i pay a reduced rate when the date has passed!!

    someone said to me they only have a certain amount of time to issue you with a PCN but I'm not sure if that is correct or not if thats correct to i complain to them and say im not paying?

    sorry for the long post my mind is boggled with all of this
