Good morning.
Will try and keep it brief. I pulled my car over onto a bit of land as my car was over heating. I was there approximately 20 minutes. Whilst parked, I saw a parking sign on the wall, but unfortunately my phone was dead. There was no payment terminal on site to put money in. I did not leave me car during the 20 mins. When car had cooled down I left. Week later I recieved a PCN. I appealed, but my appeal was rejected and it stated I should have entered my car reg in the on-site terminal? But there wasn’t one? Where do I stand? CSPM who cover the site have stated I cannot appeal again. Do I just pay the £60 fine now? Thanks for any advice
