Is this A Code 01

Is this car illegally parked. it was parked in between the pavement, up against a fence and not touching the yellow lines. It was parked on a Saturday and there is a a sign further down on a lamppost stating restricted parking Mon-Sat 8am-6pm. was given a Code 01 parking ticket... but as its not on the road or on pavement not sure the ticket is legal?

Any advice would be greatly appreciated

The road is considered to extend to the borders. Unless it was private land
