part-time public car park, part-time private car park. ok i was there for 23 minutes according to their clock, which is at least an hour fast, when it was a private car park. then i get pcn to say i did not pay and display, nothing on notice to say pay and display and no machine to take payment. also no time limit on when the parking has to be paid by. should i send them a £1 postal order for the parking (i'm joking of course, i'll send them nothing) do i just appeal on the grounds of their insanity for putting up confusing signs
