  • euro car parks- notice to keeper

Hi there, we just got a letter through yesterday, so appears to be (just) within the two week period. I've attached a photo. Is this legally binding, or can it be challenged? The car was being used by a council employee, for work purposes, and so I wonder if that would provide any grounds for defence? Any help/advice would be greatly appreciated. Kind regards, Shaun

Compare the notice with the requirements of Schedule 4 of The Protection of Freedoms Act 2012 especially paragraph 9. As they do not know the name of the driver they have to comply to be able to transfer liability from the driver to the keeper. They have not supplied the invitation required by 9 (2) (e). You will find an appeal under my name for this very thing on this form.

There are other fails which you can use later when you get the code to appeal to POPLA
