PCN from Civil Enforcement

Received today a PCN,
It's issued within the time scale.
No pictures, of the vehicle entering/exiting the car park. It was just after midnight very dark and parked up for just over 20 min.
There's no reference asking who was the driver.

Any ideas, is it worthy of appealing?

Sorry the crystal ball is a bit hazy this morning. Bit more detail please. Who, where, alleged infraction? Picture of PCN received with personal detail removed, possibly signs
