  • EC Ltd PCN for Hospital car park

    Yesterday I receiveda PCN from CE Ltd, issued on 23/5/17 relating to using the car park at my localhospital on 12/5/17.
    The PCN shows my cardriving into the car park at 09:24:02 and out of the carpark at 11:59:56 - Iwas attending an appointment at the hospital at that time.
    PCN states"Payment not made in accordance with terms displayed on signage"Amount due within 28 days £100, Reduced amount if paid within 14 days £60.
    Luckily, I stillhave the ticket I bought from their machine sited in the car park. It has mycorrect registration number printed on it, with a start time of 09.26 andexpiry time of 12.26 - dated 12/5/17 obviously. I followed all the instructionson the machine.
    I have looked atvarious threads online including here and I am going to appeal the PCN. I havealso read a suggestion that I should report this to trading standards as Iactually have proof that I paid the required ticket for exactly the time theyare claiming I have not paid for.
    I also understandthat as this hospital car park is being managed in direct contravention ofgovernment guidelines as to how hospital car parks should be managed. I intendto complain (at the very least) to the Trust on whose land this serviceruns.
    Please can youadvise of an appropriate approach to the initial appeal and how I should reportit to Trading Standards?

      Assuming you are in England, I would suggest first complaining to the Patient Advice and Liaison Service, and request they get the ticket cancelled.


      I wouldn't waste my time with Trading Standards!!

      And of couse an appeal to CEL, but do not mention who the driver was.

              Here's the sort of thing we advise:
              Dear Sirs,

              I, as registered keeper, wish to invoke your appeals procedure. The driver .paid for parking (see photo of ticket)

              I note that the notice to keeper is fundamentally flawed when compared to the protection of freedoms act 2012 schedule 4 paragraph 9.

              Should you reject my appeal, please supply a popla code.

                I would (belatedly) echo @des8's suggestions (but better late than never....apologies Des, but



                Write to both the Trust & to CEL asap.

                If you are 'rejected', you should get a reference code for a POPLA appeal.

                & do not identify the driver.....write as 'Registered Keeper', & do not say 'I did this, I did that....
