Received a parking charge notice for £100 today (reduced to £40 if paid within 2 weeks). I was parked at a hospital in a visitors parking bay. There was a sign saying 'visitors must get a permit from reception' however, as I am a staff member with a staff permit, I assumed this would be okay. I believe that these visitor permits are free. Do I have a case to argue that the fine is excessive given that the permit is free and therefore, excel are not actually losing any money? Any help would be much appreciated.
