Excel parking

Hi,

Received a parking charge notice for £100 today (reduced to £40 if paid within 2 weeks). I was parked at a hospital in a visitors parking bay. There was a sign saying 'visitors must get a permit from reception' however, as I am a staff member with a staff permit, I assumed this would be okay. I believe that these visitor permits are free. Do I have a case to argue that the fine is excessive given that the permit is free and therefore, excel are not actually losing any money? Any help would be much appreciated.

What do the signs say that are adjacent to the parking spaces?

can't remember exactly but something like 'visitors must obtain a permit from reception'

Not something like "Visitors only" ? The signage is crucial as this is what created the contract, or not as the case may be.

Have just phoned up and found out that my staff permit isn't valid on that part of the hospital site as it is a different ticketing company which therefore, makes me a visitor.
However, as the visitors permits are free, could I appeal on the grounds that the company has not lost any money by me parking there?
