We parked outside my sons university in Southampton to drop his belongings off and we received a parking charge notice of £60 for being there 23 minutes. If they don't work for a local authority then surely we don't have to pay?
Do premier park have a legal right to charge as they are not working for a council?

If you were parking on private land and if they were contracted to control the parking then yes they can issue a parking charge notice. Whether you pay it or not is up to you but you will be appealing against the charge
Do not identify who was driving. Post up a copy of the notice you received, with identifying details removed. Presumably this was a notice in the post and there was not anything on the windscreen, When did you receive this notice and when was the date of the "Offence"?
