Found Penalty charge notice ticket on my vehicle

Hello,

I need some advice on how to go about appealing this PCN that I receive on 24/02/16 on my vehicle when I had a valid pay and display ticket for everyone one to see on my dash board. I have not receive a notice to keeper as yet. Full penalty charge is £130.00. £65.00 reduce charge if paid in 14 days from the date the PCN was serve.

I parked and displayed my one hour paid ticket then went to pay and collect some furniture to put in my vehicle. On my return I found this yellow small zip lock on my vehicle. It stated parking contravention was being committed: Code 16 Q. The sign where I park stated permit parking or pay at meter and display, it doesn't even have any information on penalty charges. I really don't understand why I was given that ticket.

Are you sure? 16 is for not displaying a permit in a permit bay, ie it was not a shared permit/P&D bay. The q indicates that it was a market traders bay

What time was the pcn issued and when did the P&D ticket expire?

PCN was issued at 13:06 and P&D ticket expired at 13:56.

So within the 8am-2pm restriction, when only market trader permit holders can park there.

Basically that leaves loading, which London Council's CEO handbook says is an exemption for code 16. Page 23 here:

You have nothing to lose by making an informal challenge (within 14 days). If the council reject , they will re-offer the discount for a further 14 days.

Enclose copies of any receipt/collection note/email confirmation etc for the furniture

I presented an informal challenge with copy of receipts of the furniture and they rejected.

Double or quits time.

Either you pay the discounted penalty or wait for the Notice to Owner £130) if that is rejected too you can then appeal to adjudication at no further risk (still £130 if the adjudicator rejects).

The PCN that was once rejected has now been cancel, closed, zip and thrown out, after so much time emailing my proof of evidence and calling for an update. Thank you very much for the help and advice.
