Hello, i have found out today that i have been parking in a disabled bay with my disabled badges on show at Sunderland Royal hospital, i have been doing this for 7 days as my sister is very ill, you have to register at the hospital for Blue Badge parking or receive a £70 fine each time i didnt know this but a fellow driver told me today. I went back in to hospital to register with my blue badges and the lady told me that i would be receiving fines for each time i had parked previously before today she said it was Parking Eye that would be sending me the fines not the hospital, i will be bankrupt as somedays when sister was in intensive care i went home then back to hospital later, should i wait for fine or contact the Parking Eye now please help x

I do wish people would stop referring to these as "Fines"
They are nothing more than speculative invoices
The Equality Act as to disability (Blue Badge) has no legal Authority on Private Land to provide car parking facilities, only public authorities
'And yes a hospital is maintained at public expense
You will get no invoice from parking eye as their licence was revoked last week to trade due to Fraud aganst motoristsLast edited by judgemental24; 4th October 2015, 17:58:PM.

As far as i am aware the abiliuty to obtain drivers detals have been withdrawn due to fraud and i am in error
It is not parking eye but UKPC

The company has been suspended from the list of operators that have access to the government’s central list of vehicle owners. The Driver and Vehicle Licensing Agency (DVLA) took the action when it became the latest organisation to launch an investigation of the firm over allegations of fraudulently issued tickets.
UKPC claims to operate more than 2,000 car parks across Britain for hospital trusts, supermarkets and housing associations. Earlier this month The Sunday Times revealed that wardens working for the company had falsified time-stamps to make it appear that drivers had overstayed in car parks. They then issued their vehicles with tickets.
The ruse was exposed when victims set up a campaign group to highlight cases of fraud and the company confessed that wardens had exploited a loophole in its software to alter time-stamps.
The National Fraud Intelligence Bureau is also looking into one case of doctored tickets involving UKPC.

Dear Sirs,
I, as registered keeper, wish to invoke your appeals process. The driver did not see any signs . I note your notice to keeper is fundamentally flawed when compared to PoFA 2012 schedule 4 para 9 in several aspects .
Should you reject my appeal please supply a popla code.

For hospitals one of the suggestions is to contact PALS at the hospital and complain to them. They have sufficient authority to get the tickets cancelled.
(Patient Advice and Liaison Service)

If there was no ticket on the car then it must be with you within 14 days for keeper liability purposes hence never tell them who was driving so they have to chase the keeper. The keeper and driver MIGHT be the same person but they do not know that and will never be able to prove it unless you tell or indicate it to them.
