Just received a parking charge notice from Parking Eye. Parked in Aldi car park in Airdrie (Scotland), which I have done many times before so paid no attention to "alleged signage" stating the terms of parking, which is free for 1 hour 30 minutes. Spent quite a bit of time in Aldi and left car park. Notice states the period spent in the car park was 1 hour and 41 minutes and they are charging me £40 if paid within 28 days or £70. Is this legal? Can I ignore it. Seems like some parasites earn money doing nothing.

In Scotland there is no keeper liability so you can ignore. Having said that parking eye are good at cancelling when presented with a decent receipt which will get it cancelled now rather than wait 5 years for limitation to stop them during which time you'll get various birthday, xmas and easter cards.
I would appeal.
Dear Sirs,
I, as registered keeper, wish to invoke your appeals procedure. The driver was a genuine customer (see attached proof of purchase). In any event your charges are penal in nature.
If you refuse my appeal, please contact the driver, whom i am under no statutory obligation to name and indeed will not do so.
