Watergate Bay, Cornwall

Anyone else out there had a PCN from Watergate Bay carpark in Cornwall on or around 14 Feb 2015. I parked there and the machines were out of order so parking tickets could not be purchased. I checked a few cars nearby and they didn't have tickets displayed. I am wondering if anyone else has received a PCN and is appealing against it due to the machines being out of order. I've submitted a photograph of one of the machines but they claim there were others working. I have a video of the other out of order machine but their website doesn't allow for that type of file upload and so at the moment I don't have any means of sending it to them for evidence.

Upload it to youtube and send a link ?

I suspect they'll reject the appeal but as long as you get a popla code it should be ok.
