  • ANOTHER CEL Parking Charge Notice!

    Hallo Experts.

    I am a newbie on this site but have been scanning it this afternoon and you do seem a great source of wisdom and advice!

    My problem is this: My wife today received a PCN from CEL, requesting payment of a charge of £100 for an apparent parking infringement: "No/insufficient tariff paid" in accordance with the Parking Terms and Conditions. I admit this is true, on account of the fact that, of the two ticket machines available, one was out of use and the other refused to take the pound coins we attempted to use. The car park is for the use of customers for two shops: one a pet shop and the other, a Co-op. In either shop, on presentation of the parking ticket at the checkout, the parking charge is refunded. My wife noticed two other cars (at least, without checking each and every one), without tickets, so presume that they had the same problem. So, would you advise my best course of action in these circumstances, as I have not read of a similar situation on this site.

    If i appeal using the template you provide, would your correspondent mind updating this, as it should not be used, as our "misdemeanour" occurred on 29/10. We received the PCN today, 7/11.

        Some Cel ones are old ones resurfacing so i like to check

        Appeal to CEL who will probably reject it but in doing so you should get a popla appeal code which can be used to the desired effect.

        Dear Sirs,

        I, as registered keeper, wish to invoke your appeals process. The driver could not pay as your machines were faulty. One refused to take paymebt and the other xxxxxxxxxxxxxx in any event your charges are penal and not a genuine pre estimate of loss.

        I am under no statutory obligation to name the driver and will not be doing so.

        Should you reject my appeal please supply a popla code, at which time you should return for help with a popla appeal.
