    Would be very grateful for advice on this case specifically. I have read a lot of the old threads but all cases are slightly different.

    I have received a parking charge notice. It was in Sportspace Hemel Hempstead where you have to punch in your license plate number if you are a Sportspace user and you get 3 free hours. (They have had a lot of problems with commuters using the car park instead of the station car park across the road). Civil Enforcement are the private company.

    On this occasion I forgot to punch in my license plate number and received an NTK for £60 reduced rate or £100 if we fail to pay immediately. It was for half an hour whilst I picked up my daughter from gym class so therefore I was allowed to park.

    I wrote to Civil Enforcement appealing to them saying I had forgotten to put in my license number but that I clearly wasn't trying got pull a fast one as I was picking up my daughter from gym and that therefore I was a Sportspace user and shouldn't be fined and could prove it. They replied saying that whilst they appreciate on occasion tickets are issued to Sportspace users, all vehicles must adhere to the parking regulations and that it is the responsibility of the driver. They have photographic evidence.

    My question is do I have any recourse as I made the mistake and have admitted that? Is the parking cowboys appeal letter relevant to my case? The reply to my appeal letter said I can write to POPLA or pay. They have offered me an extra 14 days grace for the reduced rate!

    Should l write to POPLA and what is my best approach.

    Hi and Welcome.

    Appeal to PoPLA using the template letter, (suitably amended for Civil Enforcement as this is for ParkingEye) and await notice of win.

      Thanks des8. Will do. I want to check though that I need not mention the specifics of my particular case. i.e. that I am merely contesting the right of the PPC to make any demand for money at all.

        Correct. The important winning part is GPEoL (part 19.5 of BPA code of practice)

              Had to hand hold a CEL victim so it's easier just to refer further CEL victims to that version as it hardly needs editing
