    From what I see above you may find it difficult to do anything but pay.

    You received a ticket but everything has gone to wrong address because it looks as if you may have registered the vehicle incorrectly and it is probably because of this why the Out of Time was rejected.

    You paid £120 after they asked for £420 so essentially paid short. The charges in the meantime will just keep going up if you don't engage with them. The only thing you can do is to ask them for a breakdown of the fees they are charging but as this will take time you are better paying it first and reclaiming any overpayment afterwards.

    To avoid your vehicle being clamped or removed will mean it must be moved somewhere safe - preferably in a locked garage, there is no letter you can send them unless it is on HP or you are sick or disabled.

      Thank you ploddertom. I have just searched on the certified bailiffs register and his name is not listed either by itself or under Collect Services. Does this mean anything?

        The Register isn't up to date. The only person who can give the correct answer is the Bailiff himself - best done via text message, then you can check with the appropriate Court. Without looking myself are all Collect Services Bailiffs Certificated bat the same Court - if so then you have your answer.

          Thanks ploddertom I have emailed them for a breakdown of their fees. I thought they could not levy on your goods to pay their fees? I will call the County Court Bulk Centre tomorrow to see if he is registered. I also thought that as no levy has been made then he can charge nothing but the letter and 28% of original PCN? I have no idea why after paying £120 from £420 we are left with £223.90?

              Having 2 threads open on essentially one subject is getting confusing. Can you ask a mod to merge them please.

              Also, it's not clear whether you received a reply to your email to bailiffs asking for breakdown of fees.

              Can you scan the relevant letters (yours to council re parking machine), bits of paper of bailiff, etc and post? Don't forget to remove identifying details. Also - what do your photographs of the ticket machine actually show?

              Your letter, as it stands (sent by PM) is a bit woolly -and, I have to say it, unless you can prove that the DVLA made a mistake when registering the address on your V5, the fact that the address is wrong, doesn't help. CAN you prove that the DVLA made a mistake?

              The part in your draft letter where you say " It stated on the letter that "the response from the local authority with regards to your out of time application should have already been served to you." It hadn't and so I waited for it to arrive to tell me what to do next."

              you've essentially misunderstood. the response from the local authority that they are referring to would have been the LA's objection to the OOT application - it's sometimes sent directly from LA to you and sometimes attached to the letter from the court. It doesn't mean that the LA will write to you again.

              As I said before, I know you have to pay a small fee, but I really would advise getting in touch with bailiffadviceonline but do get all your paperwork and dates together beforehand.

                  Thanks dementedfeline, I appreciate your help. I have attached scans of the letter to the council to tell them of the machine. The letter to Collect asking for fees. (No I haven't had a reply from them yet in regards to this but I only emailed it yesterday and will put a copy in the post today). Also the pieces of paper from the bailiff. I have no scanner so the quality is not great sorry. I will paste the wording of the council letter below. The picture of the machine shows the machine number.

                  I am writing to inform you of a broken parking ticket machine in the cul-de-sac behind Sainsburys (machine number 392) in *******. Yesterday I put a £1 coin in to pay for the relevant parking and it took my money without issuing a ticket. I then went to my father to ask for another coin and on returning I saw a traffic warden walking away from my location. There was no ticket on my car but I thought to let you know in case. I called the Council Office and was advised on the answer machine message to put all correspondence in writing.

                      GG, can't see the photo of the machine? Also, assume that when you wrote to the council with the photos you gave your CORRECT address? Did you think to get a proof of posting?

                      Also, you haven't answered my question about the possibility of the DVLA making a mistake when registering your address - do you still have any paperwork from when you acquired the car?

                        Sorry will upload machine pic as soon as I'm at my computer. Re. DVLA ah yes because we write our own address on the change of owner form. Ok I will check my paperwork as soon as I'm home although I know I would have written it correctly but how do I prove this as that piece of the form is sent off to the DVLA. Yes I wrote the correct address on letter to council and no unfortunately did not get proof of posting. Thank you for your continued help GG

                          re logbook - any chance that you kept a copy of the form you sent to DVLA? (and for future reference ALWAYS keep a photocopy and get a proof of posting for ANYTHING involving the DVLA - they have been known to lose driving licences and all sorts!)

                              Good morning. I've just looked on my counterpart driving license and both parts have the Correct address from DVLA. I know I wrote the same one down when I filled out the new keeper form for my car but unfortunately can't prove it. Does it make a difference that my license is correct? Thanks GG

                                Unlikely they cross reference a licence address and a registration address no defence with that.
