please help i received a letter with a parking charge notice of £70 reduce to £40 if i pay withing 14days do i have to pay this notice of not ?

No - totally ignore it. You'll get a series of increasingly nasty letters designed to worry you, then they'll stop. Have a read of this under Parking Charge Notices, nearish the bottom of the page:
