    Hi,

    I parked in an APCOA private parking space on 13 May. On 5th June I received a PCN dated 1st June.

    Am I right in thinking it is invalid because it should have been issued no more than 14 days following the offence? In this case it was 19 days.

    Also, I did actually buy an online ticket, but arrived early and left later than planned, and there was no physical way of paying the extra, and the online site said I couldn’t amend a booking that was in the past.

    As this seems unreasonable an designed to catch people out, is this further grounds to invalidate the PCN.

    Any help gratefully welcomed.

    Only the first PCN has to issued within 14 days - are you absolutely certain that you are the registered keeper of the vehicle? (Have you physically checked the V5C vehicle registration document is in your possession and has your correct name and address on it?)

      Thanks for the swift reply.

      Yes, I am the registered keeper and have the V5C with my correct name and address on the front.

      Does that mean the PCN is invalid? Do I appeal it on that basis or simply do nothing?

      I found the folllowing from a google search - do you think this is accurate please?
      "Protection of Freedoms Act (POFA): Schedule 4 of POFA 2012 strictly enforces a 14-day rule for parking companies to serve a Notice to Keeper. If they fail to meet this window (or deliver it so late that it is mathematically impossible to have been served on time), they are blocked from legally pursuing the registered keeper under "keeper liability".

      Do Not Identify the Driver: When you appeal or communicate with them, you should write solely in your capacity as the registered keeper and make absolutely no mention of who was driving.

      APCOA Appeals Process: Submit your appeal to APCOA in writing through their official online portal within 28 days to preserve your right to the discounted rate".
