  • PCN from Parking eye

could someone give me advice please:

I received 4 PCN letters all in same day, and I have just realised, I did not change my car registration paper, they sent the letters to my old address, then they found out my current address afterwards, (I bought my car about a year before I got my driving licence, when received my driving licence I was in my current address already, so my driving licence and my tax all in my current address, but my registered address of my car was still in my previous address that was 10 years ago I lived there). I appealed all the 4 PCN to the company, which were rejected then I appealed all to POPLA, they all been rejected,.During these appealing time , I received one email stated that another PCN overdue the appealing time that I need to pay 130£, otherwise they take further action, I sent a registered letter by post to tell them, that I did not receive any letter re this PCN, and asked them to check for me, they did not reply anything. On the letter I have indicated my current address, as I know there will be more PCNs , as I did use that car park those days. Days later I received another 4 letters, stated the dates of parking and also stated that all my appeals have been rejected, also provided me with the code to appeal to POPLA ( I did not receive anything, any letters re the later 4 parkings, I did not do any appeal either, I did use the car park during that period of time, but I believe that they still need to send me the letters to prove that , as I used the car park in Sep. and the last 4 PCNs I received in Dec. and they should give me the chance to appeal to them first, then further to POPLA if I choose to.

So I have to appeal those 4 PCNs to POPLA directly and all been rejected.

And back to the first 4 PCNs, the reason I felt those were unfair tickets was there no adequate signages, and the signages there were misled me, very long distance parking areas no signs indicated not allowed to park, instead the signages there were " no overnight parking or camping" POPLA stated those signages are for Patrons, and the operators not responsible for those signs, that I need to complain to the owner directly.

And the later 4 PCNs I appealed to POPLA, because parking eye did not send me any parking charge notice to indicate which day and when I parked there, also I should be given the chance to appeal to the parking eye first, then if they rejected my appeals then they can direct me for further appealing to POPLA. I thought what parking eye done to me was not legally. But all 4 appeals were rejected by POPLA they stated that parking had given the chance to me to appeal, and did not mention any thing about the parking discharge notice. and no explanation regarding why parking eye said my appeals been rejected and actually I wasn't given any chance to do the appeal at all.

I believe they will take me to the court, before the hearing could somebody give some advice.

    Many many thanks

So you have 8 (or9?) parking charges from ParkingEye, which you have appealed without success.
In your appeal(s) I suppose you identified yourself as the driver?

Be assured that if you do not pay these charges, PE will initiate a court claim.

Could you please post up a copy of each charge notice (first removing your name , address reg number and PCN number, but leave in all dates and times)

              Dear Sir/Madam,

I still believe that their signages “ no camping or overnight parking” mislead people.

The photos and videos I sent to you covered the whole 2 areas of the main/popular parking places, as you can see there are multiple signs of “ no camping or overnight parking”. However, if they think that the signages of “no parking at any time “ are important to them as the evidences, why they did not display even one signage along with “no camping or overnight parking”.

I believe that the main function of the signages of “ no parking at any time” is kindly remind/ warn people not to park there, such important signages, why they did not display as easy to see/read as “ no camping or overnight parking” dose.

After I received the charge notices I drove back around inside the car park, I could not see any signs of “ no parking at anytime “, in case they charge me again, I parked my car somewhere else , then walked back again, I just wanted to find out the important signages where were they, at last I found one at the corner of the two stone wall, my question is , such important signage, why they did not display within the easy see/ read areas, do they want people to see /read or not?

So my conclusion is they did not display the signages appropriately which mislead people, this is their fault, they should not charge me.

                Dear Sir/ Madam,

                Apologize for another 4 appeals.

On 02/12/2025, (issued on 20/11/2025) I received 4 letters stated that my appeals unsuccessful, the relevant parking charge notice dates were on 11/09/2025, 14/09/2025,21/09/2025, and 02/10/2025. However, I was never given the chance to appeal regarding those dates of charge notices.

Honestly, I never deny during that period of time I used that car park for short staying, due to misleading by their signages “no camping or overnight parking”, and as the first charge notice letter reach to me on 10/10/2025, that was the date I realised that I was not allowed staying inside the car park even though not overnight.

However, if it was as they stated those 4 dates I parked in their car park, they still should send me the letter to indicate the date, time and where the parking charge notice happened, they still should provide me their evidence to prove those parkings and also they still should allow me to appeal to them. It is my right to appeal, they should not deprive my right to do so, they should not just directly send me letters to tell me my appeals unsuccessful, and if I wish I can appeal to POPLA. What they done to me was really unacceptable, and I also considered that they abused the law as well as my right.

What they done was so unfair to me, I believe that I do not need to pay what they said the “ parking charge”.

                Best Regards

OK, so if your description of the signs and lack of signage is accurate, in my opinion you have a good chance of winning when they initiate a court claim.

                  You have 9 charges outstanding.
Each charge is for £100, and for court purpose they will try and add a further £70 so the total, including court fees will be around £1650.

Your defence will have to concentrate on two aspects:
                  i) the signage. So go back to that car park and get legible photos (even of the tiny print) of the signs.
Mark the position of the signs on a plan
Measure the height of the signs from the ground, and the size of the different fonts
ii) the addition of the extra £70 is a try on by ParkingEye and if you get a sympathetic judge it might get the whole claim struck out.

Please note that if you want our full support you must respond to our questions.
In post 2 I asked for a copy of each PCN .. and you gave in post 3 part of a letter printed in reverse so unreadable, and in post 4 part of a PCN
in post 6 I asked for exact wording of your appeals ,,,, and you gave what looks like a response to a POPLA adjudication.

Consequently I'm guessing at what has happened.

Likewise I'm guessing you identified yourself as the driver, which is unfortunate.
If you ever get any more private Parking Charge Notices never identify the driver

And to be honest, I prepared to pay £400 for the first 4 PCN, as I did use their parking, but I was also I expected the later 4 appeals would be successful, as parkingeye did not do their job in a correct procedure, but all my 8 appeals were all rejected which made me doubt about POPLA' s justice, what they did to me is really fair? please tell me if you think that I'm wrong.

and I don't really understand POPLA said parkingeye operator not responsible for the signs of "no overnight parking or camping " told me to complain to the land owner, I did think about to contact the land owner, do you think is it necessary.

You can always ask the land occupier to tell the parking company to cancel the charges, but it rarely works.

You can be pretty sure that appeals to a parking company are rarely successful.
Appeals to POPLA can be successful, but it depends on the quality of the adjudicator.

Even court decisions by the judge can be questionable ... small claims have a hint of lottery about outcomes .. nothing is certain
