So the PCN complies with the requirements of PoFA 2012
If you intend to dispute this charge you will probably be best doing it at the court claim stage where you could perhaps show the signage was inadequate.
I tried looking on Google Earth, but the image there dates back to 1985/6 so not much use.
We would need to see if there are signs at the entrance, and lots dotted around the car park
They need to be fully and easily legible (including the very small print) from the ground ... so you would need to go with a measuring tape to measure height and font size)
The signs themselves could be deficient, but can't read the small print on your photo.
Also wonder if the vehicle was actually parked for 53 minutes.
I assume the car parks are extremely congested so the driver may have spent a long time driving round and just waiting for a space.
The sign suggests that PARKING time is restricted, but the cameras will only measure the time you were in the hospital grounds, not necessarily the time you were parked.
