Looking for some help with the two below links

As you can see there is a large gap between when the incident occured and when the fine was given, also is there no leeway as I was only 3 minutes late leaving (and that was due to slow service inside the petrol station getting a subway)
The photos are also very poor quality (but you can just make the registration out)
Is this something that can be contested or is just a case of tough luck?
