  • DCBL First Letter

    Hello,

    I have received a DCBL letter passed over from a private parking company in 08/25. I part exchanged my old car back in January to a dealer and was told it was being scrapped. The car has then been passed on to another dealer and now its current owner.

    I received 7/8 parking fines in which I appealled (2 were late), DBCL have contacted me and are demanding £340 to be paid. Like I said previously DVLA records say I was no longer the keeper of the vehicle from January and I would like to know where I stand.

    I am happy to go to court over this as I was not the owner of the car, can anyone recommend what I shall do?

      They were issued during August 2025. The DCBL have contacted me yesterday saying the debt has been passed over.

        So did you get the formal letter from the DVLA back in January which confirms you are no longer the registered keeper? If you did that letter proves that you are not liable for PCNs issued in August. Send it to DCBL and the parking company and tell them to stop contacting you. If the case went to court that DVLA letter is your evidence. that you are not liable.

        If you received the letter but cannot find it, or if the letter never arrived, this is how you get confirmation from DVLA of when you ceased to be the Registered Keeper

          I did not receive any letter, it was my first time selling/part ex a car. The garage told me they were going to scrap it for me! I contacted the DVLA in August to check who is the registered keeper. They have wrote and i quote "I can confirm you are no longer shown as the keeper of the vehicle from 14-01-25. Your disposal notification was received on 11-08-25 and our records were updated on 11-08-25.". I have proof of part-ex invoices from January and phone call recordings to say the car has been passed through 2 motor traders and now with an independent person.
