PCN from Alliance Parking issued over 1.5 years after date of parking charge

Hello.

I was the registered keeper of a vehicle in a situation very similar to another member here...

The date of the parking charge is in July 2021. Alliance Parking issued a Parking Charge Notification over 1.5 years later showing photos of the vehicle entering and exiting the parking lot. After that, two letters were sent from Trace Debt Recovery in 2025, and the latest is a letter before claim from Moorside Legal.

The PCN was issued after I moved abroad in November 2022 and I only saw it months after it was issued. I did not appeal as I thought it was too late. I still no longer live in the UK.

Any advice on the best course of action from here will be much appreciated.

If the first PCN was issued 18 months after the alleged parking event Alliance cannot transfer liability for any unpaid charges from the driver to the keeper.
Do not identify the driver neither when communicating with Moorfields nor on here

Being located abroad is going to complicate matters for them.
You could inform them you live overseas and thus UK courts have no jurisdiction.
Even then if they manage to obtain a court judgment against you, enforcing it whilst you are abroad is difficult, and I doubt a CCJ on your UK credit record would not affect you overseas.

Thank you Des. I sent them a letter and requested they contact me by email in future as I live abroad. They sent me an email from a "noreply" address and requested I use their customer portal instead.

So write a letter back explaining you are not a "customer" and have no intention of using that portal and all correspondence must be in writing!
