    Hi I just googled and found this forum as I have recived a pcn via post almost a month later? dropping off at the airport and drop off charge was not paid as pay the charge online but its been almost a month got a pcn that says 14 days to pay the discount rate, does this have to be payed? Googled that it should have been issued within 14 days is that correct? Any help would be most appreciated, also can not attach a pic of the pcn as it keeps saying its to big can anyone advise me of a way to share it?

    So I would be writing along the following lines:


    I have just received your Notice to Keeper xxxxx for vehicle VRM xxxx

    You have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to deliver the notice within the relevant period of 14 days as prescribed by section 9 (4) of the Act. You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper.

    I would also point out the land in question is not relevant land as defined in PoFA2012

    There is no legal requirement to name the driver at the time and I will not be doing so.

    I do not anticipate any further communications from you on this matter, apart from confirmation of no further action and my details being removed from your records.

        Hi all just noticed i received a rejection letter in my spam folder but it jas been over 28 days since i have appealed it in popla on the original grounds of it was past the 14 days just hope its not to late.

          Have you run out of time to appeal to PoPLA, i.e. 28 days after NCP's notice of rejection of your appeal?

            Hi Des8,

            Thank you for your reply, The rejection letter was sent on the 4/10/24 as you could see from the time of my post it was ealy morning on the 3rd of this month I did put in an apeal to popla stating the freedom of information act though, so hopfully they will accept it. I was trying to find a template appeal for popla but had internet issues. I ended up using my other half`s phone to appeal it that morning.

                Not sure if any one can explain this but I'm not sure if the charge has been withdrawn as my original appeal was rejected I then appealed to popla although it was just outside NCP 28 day period i recived this today so does this mean the charge has been dismissed?

                  So they state " .... the operator has .... chosen to cancel the parking charge"

                  You won

                  Keep that letter safe for the next few years in case they try again.
