I would reply by telling them that you do not recognise the claim as valid and their" letter of Claim" appears not to comply with the Pre-action Protocol for debt claims.
I would remind them the letter needs to "enclose a copy of the Information Sheet and the Reply Form at Annex 1 to this Protocol; and enclose a Financial Statement form (an example Financial Statement is provided in Annex 2 to this protocol - the Statement is part of the Standard Financial Statement and can be downloaded ....." cf https://www.justice.gov.uk/documents/debt-pap.pdf)
Tell them it is not sufficient to provide a link to a website as that is not an enclosure.
Also point out a letter of claim should state "the amount of interest incurred and any administrative or other charges imposed since the debt was incurred" so how did an alleged parking charge debt reach £170?
Then request they send you copies of any documents that lead them to consider you are liable for any unpaid parking charges and upon which they intend to rely if they should initiate court proceedings.
You could advise them you intend to vigorously defend any claim they should make.
